The EU is moving in the same direction with its packaging and packaging waste regulation, which sets recycled content targets for plastic packaging. Meanwhile, retailers and consumers increasingly expect brands to back up sustainability claims with evidence.
The result is simple: if you cannot verify the recycled content in your packaging, you are carrying a compliance and reputational risk you do not need.
The most reliable way to verify recycled content is to work with a supplier whose products are covered by an independent certification program. A neutral third party audits the supplier's processes, records, and material flows, so you do not have to take the supplier's word for it.
Here are the main certifications you will come across when sourcing PCR packaging:
GRS (Global Recycled Standard). The strictest of the common standards. Every facility in the supply chain, from the recycler to the final manufacturer, must hold its own GRS scope certificate. For consumer-facing labeling, products need at least 50% recycled content. Beyond the percentage, GRS also audits social and environmental practices.
RCS (Recycled Claim Standard). A lighter alternative to GRS. It verifies the recycled content percentage and nothing else, with a minimum of just 5%. If you only need to substantiate a recycled content claim, RCS is faster and cheaper.
SCS Recycled Content Standard. Instead of a chain of custody model, SCS audits a manufacturer's material tracking and accounting to verify the exact percentage of recycled content in a specific product. This is useful when you want to make a precise claim such as "minimum 50% post-consumer recycled PET."
ISCC PLUS. The standard built for the circular economy, and the one that handles chemical recycling. It uses mass balance accounting, which tracks the quantity of recycled input entering the system and allocates it proportionally to the output. If a supplier uses chemical recycling, ISCC PLUS is the standard to look for.
APR PCR Certification. Offered by the Association of Plastic Recyclers, this certifies that a reclaimer or product manufacturer has the right processes in place to accurately calculate and claim PCR content. It is recognized within California's SB 54 framework.
A certificate alone is not enough. You need the documents that tie the certification to your specific order.
For GRS, ask for two things: the supplier's scope certificate, which proves they are certified to produce GRS-compliant products, and a transaction certificate (TC) for your order. The TC lists the exact material, the supplier name and location, and the validity dates. Request a TC for every order, not just the first one.
For ISCC PLUS, ask for the sustainability declaration that accompanies each shipment. It specifies the type and quantity of recycled material and the chain of custody method used.
