In the United States, food-contact materials are regulated by the FDA under Title 21 of the Code of Federal Regulations, with FDA 21 CFR Part 177 listing approved polymers and additives together with their migration limits. In the European union, EU Regulation No. 10/2011 plays a similar role, setting overall and specific migration limits for plastic materials intended to come into contact with food.
Food grade compliance is about chemical safety during consumption. It does not automatically cover long-term chemical stability, extractables and leachables, or interaction with complex pharmaceutical formulations.

Although both grades are often based on the same polymers, they differ in several important ways.
Food grade bottles can use food-safe additives and, in some cases, trace amounts of recycled material. Pharmaceutical grade bottles are made from pure virgin resin, with tighter control over monomer residue and impurities, because any contaminant could affect a drug product.
Food grade packaging can be produced on a standard line with basic cleaning. Pharmaceutical grade packaging is manufactured in a controlled environment, such as a 100,000-class dust-free workshop, where dust particles and microbial contamination are strictly limited. Food grade bottles are tested for overall and specific migration into food simulants. Because of cleaner production, stricter testing and heavier documentation, pharmaceutical grade bottles cost more than food grade bottles. The extra cost buys lower risk, smoother regulatory filings and better protection for the product.
